The Equation: Telephone communication between Hearing and Deaf and/or Hard-of-hearing as economic model since the Law of 2005


Delta Process launched and developed, with the support of French Companies, a communication platform between Deaf and Hearing within their professional environment. This was indeed an utterly brand-new concept.
This platform delivers services of instant transcription of speech and video-interpretation. The developed technologies enable the creation of Relay Services needed by the government to permit the access to deaf and hear-of-hearing people, to private and public services.
These applications need specific and rare manpower which deployment is reinforced by the following resolution:
According to the law voted on February 2005, public and private entities must guarantee accessibility, on site or remotely, to every audience. This Law creates an obligation for companies to hire a certain amount of handicapped people (this quota depends on the number of employees). However, the already-existing systems are not enough to help these companies to respect the law.

Today, 63 million people live in France, among which 1% (i.e. 600.000 persons) are deaf and/or hard-of-hearing.

General population spends 18 billion minutes per month on telephone, which means that there are 180 million minutes that are not used by deaf and/or hard-of-hearing people. Telephone communication for deaf implies the need to find a third party involved… which are skillful operators (interpreters, speech transcribers, coders…)

In order to deliver the services that would assure the communication needs of deaf population (3 million hours), 31.000 jobs must be created (or 20.000 full-time equivalents).

At the moment, only several hundreds of interpreters or stenographers (who have to learn the instant transcription of speech to write reports) are available.


The Equation is an idea that could create 31.000 jobs :
  • Without any costs for the State
  • Without any new taxes
  • By financing the wage and training costs of the needed manpower.



A preliminary warm-up of the system of training is needed and will be done through the recruitment of 1.000 apprentices dispatched across the regions.

The Equation Model proposes a way to fulfill the needs of accessibility from public and private institutions. Because of that unique solution of financing, companies will be able to hire Disabled people without having to depend on the endorsement of the Agefiph*, FIPHFP* or the PCH*.The money saved thanks to the Equation Model by theses institutions could be allocated to education or research and development.

The Equation Model is a way to increase the accessibility all companies have to grant according to the Law and to avoid the sanctions that will start in 2015. The deadline is forthcoming, and Deafness must not be forgotten.

Most of the institutions will not be able to grant a perfect accessibility despite the money that has been already invested on physical accessibility and blindness.





* Loi du 11 Février 2005 : This law has been voted by the French government. This law is meant to bring new rights for handicapped people (it gives a legal definition of the handicap, social rights…) This law punishes firms that do not hire enough handicapped people (quotas / fines…) With that law all products, devices, services, or environment must accessible by as many people as possible.
